The Adams County Board of Commissioners has officially broken ground on a new Dog and Kennel Facility, now under construction on a three-acre site along State Route 41 North in West Union. The project represents a major step forward in improving the county’s animal welfare services and modernizing local infrastructure.
“In launching this state-of-the-art dog and kennel facility, we are not just building a space for animal care—we are investing in a future where the bond between pets and our community is nurtured and celebrated,” the Commissioners said in a joint statement last year. “This project is a leap forward in our commitment to compassion, innovation, and quality care for every dog.”
For years, the need for a new facility has been clear. The current building has been in use for decades and has never met modern standards. Over 20 years ago, it was the subject of a federal lawsuit, with a judge identifying multiple issues with the county’s operations.
To move the long-discussed project forward, the county established a Capital Building Fund (Fund #675) with initial funding already in place, reflecting the community’s investment in creating a better space for local animal care.
Officials said the location on State Route 41 North was selected for its visibility, accessibility, and potential to better connect with the public. “This strategic site supports both the operational needs of the facility and our goal of increasing engagement with animal welfare efforts in Adams County,” the Commissioners noted.
Once complete, the facility will provide a clean, safe, and modern space for both animals and the people who care for them—an important milestone for Adams County’s ongoing efforts to enhance public services.
